Kotelsky is a state nature complex reserve. It is located in the territory of the Kingisepp district and occupies the area of 12,1 thousand hectares (including 3 thousand hectares are lakes, 50 hectares are the water area of Gulf of Finland). It was founded with the decision of the Leningrad Region Executive Committee of 27 March 1976, No. 145, the decision of the Government of the Leningrad Region of 26 December 1996, No. 494 and the Governor of the Leningrad Oblast of 7 February 2004, No.43-pg. It is It is governed by the Government of the Leningrad Oblast, LOGU Administration “Rakovye lakes”. The purpose of the foundation are the saving of the diversity of the lignose, in particular oak forests near the north border of its area of distribution, the nature complexes of the old-age forests of the south subzone of the middle taiga, the natural complexes of the glacial landscape; the maintenance of the biological diversity, the saving of the rare kinds of plants and animals; the saving of the hydrological rate of the unique lake ecosystem. The territory of the reserve is pulled out on 30 kilometers towards south-west from central part of the Koporia Bay of Gulf of Finland. The part of the reserve which is bordered with Kopanskoe, Glubokoe, Babinskoe, Habolovo and Cudachie Lakes is hardly inhabited. In the territory of the reserve there is the Babino Village, the settlement by Kyamishi railway station; Peypiya, Bolshoe Stremlenie, Maloe Stremlenie, Zaozerie, Pyatchino, Kopanitsa, Verdiya, Karetino, Mattiya, Velikino, Elizavetino, Savikino, Habolovo, Poluchie Villages are directly bordered to it; the nearest population place is the Kotly Village that is located on 5 kilometers from the reserve.
